No jurisdiction has matched the EU's binding comprehensive approach — but China has enacted targeted controls, and multiple major economies are moving from voluntary frameworks toward binding law. China: Targeted Content and Distribution Controls

China's AI regulation is not a single comprehensive act like the EU AI Act — it is a set of purpose-built regulations targeting specific AI applications:

Algorithm Recommendation Regulation (2022)

Governs recommendation algorithms used by internet platforms. Platforms must disclose algorithm logic, allow users to opt out, and cannot use algorithms to manipulate prices or harm user interests.

Deep Synthesis Regulation (2023)

Covers deepfakes and synthetic media. AI-generated content depicting real people must be labelled. Providers must implement identity verification for users.

Generative AI Regulation (2023)

GPAI services serving Chinese users require pre-deployment government approval. As of mid-2025, over 100 services have received approval. Training data must comply with Chinese copyright law; outputs must not undermine the socialist system.

AI Content Labelling Measures (effective September 2025)

Platforms must implement technical detection mechanisms including audio Morse codes, encrypted metadata, and watermarking for AI-generated content.

Cybersecurity Law Amendment (effective January 2026)

Explicitly references AI; adds security review requirements and data localisation obligations for AI systems handling personal data.

China builder implication: If you want to serve Chinese users with a GPAI-based product, you need pre-deployment approval from the Cyberspace Administration of China (CAC). This is a significant market entry barrier and effectively creates a separate "China version" requirement for AI products.

United Kingdom: Pro-Innovation in Transition

The UK government initially positioned itself as the world's most AI-friendly major economy, with a "pro-innovation, sector-based" approach that deliberately avoided passing an overarching AI Act. This posture is shifting:

  • AI Safety Institute (AISI) — Established 2023, the world's first government body dedicated to frontier AI safety evaluation. Tests major models before deployment. Moving toward legal footing as a statutory body.
  • Sector-by-sector guidance — The FCA (financial services), ICO (data protection), MHRA (medicines), and Ofcom (communications) each issue AI guidance specific to their remit
  • AI Opportunities Action Plan (2025) — Government announced investment in AI infrastructure; not a regulatory document but signals policy direction
  • Post-Brexit divergence — UK is not bound by the EU AI Act, but companies operating in both markets must comply with both frameworks

Canada: Federal Law Failed, Provinces Filling the Gap

Canada's attempt at a federal AI law — the Artificial Intelligence and Data Act (AIDA), part of Bill C-27 — died in parliament in January 2025 when the minority government fell. As of early 2026, there is no federal AI law in Canada.

Provincial activity is filling the gap:

  • Quebec Law 25 — Strict privacy obligations that significantly impact AI systems processing personal data of Quebec residents
  • Ontario Bill 194 — Public sector AI system requirements, including transparency and algorithmic impact assessments

India: Soft Law Framework

India's approach follows a "soft law where possible, hard law where harm is evident" model:

  • India AI Mission (2024) — Rs 10,300 crore ($1.2B USD) investment programme to build AI infrastructure, not regulation
  • Digital India Act — Replacement for the IT Act; framework for digital regulation including AI; full bill still in development
  • MEITY AI Advisory (2024) — Directed platforms to label AI-generated content; not legally binding

G7 and International Coordination

The Hiroshima AI Process (G7, 2023) produced a voluntary Code of Conduct for advanced AI developers — 11 principles covering transparency, accountability, and safety testing. Adopted voluntarily by major AI labs but legally unenforceable.

  • EU first, extend later — EU AI Act compliance is the most demanding binding requirement. Building to EU standards sets a baseline that typically satisfies or exceeds other jurisdictions' voluntary frameworks.
  • China requires separate assessment — Pre-deployment approval, data localisation, and content controls mean China is a separate compliance workstream, not just a footnote to EU compliance.

  • UK divergence is a real cost — Post-Brexit UK is developing its own AI rules. Companies serving both EU and UK markets face two parallel compliance tracks.
